During World War II its Kaiser Shipyards built 747 Liberty and Victory ships, more than any other shipyard complex in the country, drawing tens of thousands of workers and the real-life 'Rosies' now honored in a national park. Today the Chevron refinery, a deepwater port, and a growing biotech and light-industrial base define a diverse, blue-collar East Bay city still reinventing itself.
